MONTREAL, Dec. 11 /CNW Telbec/ - The 11th United Nations Conference on Climate Change, which concluded yesterday in Montreal, was clearly a resounding success. The result of these two weeks of discussions and negotiations resulting in the breakthrough Montreal Action Plan on Climate Change.
"This is a turning point. We have said since the beginning that this was certainly one of the most important international meetings on climate change since the Kyoto meeting, if not even more important," Steven Guilbault from Greenpeace Quebec said in a interview yesterday.
The success of this conference and the achievement of a consensus on the bold new Action Plan are due to the efforts and leadership of three Quebecers who headed the Canadian team: Paul Martin, Stéphane Dion and Pierre Pettigrew. The entire Liberal team applauds their essential contribution to the struggle against climate change. At a time when the whole world was watching Montreal, they represented Quebec and all of Canada with dignity and vision.
Once again, Prime Minister Martin demonstrated notable leadership on the international scene. His landmark speech to the delegates was a turning point. He told the countries of the world that the time is past for complacency and that all countries must join the international community in acting to meet the climate change challenge.
Bill Hare, of Greenpeace International, praised Minister Dion : "I attended the 10 preceding meetings and I have never seen a chairman who was so well organized and so devoted to the cause." His talents as a mediator and his intense preparation before the Conference were keys to its success.
The Conference would never have succeeded without the tireless contribution of Foreign Affairs Minister Pettigrew, who was the leader of the Canadian delegation. His understanding of the interests and needs of the different countries and his experience in international negotiations were crucial.
During all of 2006, Canada will be the Chair in the lead-up to the next UN Conference on Climate Change.
The Quebec Liberal Team will be mobilized throughout this campaign to ensure that Paul Martin's Liberal government, with a strong representation from Quebec, will be returned to power and will realize the Montreal Action Plan on Climate Change, as this plan is essential for the future of our planet.
